Big lags in-game

Somebody can tell me why i have so big lags when i connect to game? My frame rate is very low but i have good computer.

No, windows XP. I had this problem in another server and admin change something and give new patch with new main and my frame rate will increase.

Maybe you mean patch with no effect ? also the server have no lag..
